COMMISSION OF RESEARCH AND STRATEGIC PLANNING

The East Coast Regional Drugs and Alcohol Task Force (ECRDATF) is one
of ten National groups set up by the Department of Health to address
issues of drugs and alcohol across the regions of Ireland. This region
covers Dublin South and Southeast with Wicklow (excluding Dun
Laoghaire, Bray and Blessington towns). The primary aim of the Task
Force is to address actions in the National Drug Strategy which are
relevant and prevalent in this region.

ECRDATF wishes to commission research into the current state of drug
and alcohol misuse in the region with a view to developing a
partnership approach to implement the National Drug Strategy, and
identify other emerging substance misuse and alcohol issues relevant
to the needs of the East Coast Region, to be addressed in an EAST
COAST REGIONAL STRATEGIC PLAN.

A. CORE WORK REQUESTED

ECRDATF is seeking quotations/tenders from suitably qualified and
experienced evaluators/ consultants to identify clear methodology to
address the following:

* An assessment of the last strategy and its implementation for the
delivery of high quality drug/alcohol services which impact positively
on service users lives with improvement to understanding, knowledge
and access to services. A short list of deliverable actions and
recommendations based on current unmet needs and emerging trends
(prioritised).
* Build on the capacity of ECRDATF through high quality data,
research, innovation, collaboration, advocacy and engagement with
relevant stakeholders.
* Ensure that the organisation has the capacity, skills and
knowledge to identify, target and fully address identified strategic
goals with specialised training and education a priority.
* Identify a funding strategy whereby our work is sustainable, and
future needs and resources are available to help the organisation
grow.

B. CONTEXT AND BACKGROUND

The membership of the ECRDATF currently stands at **Apply on the
website** with funding streamed to 6 separate drug and alcohol
specific services along with an operational budget. Each member can
assist with bringing together groups or individuals with a special
interest/knowledge/perspective of drugs and alcohol to assist with the
consultation along with the PPN and other networks.

C. VALUE OF WORK

The value of the tender is expected to be no more than ?**Apply on

VAT) to cover the term of the contract. This piece of work is being
part-funded through the Ministers Initiative Funding **Apply on the
website**/3 to the East Coast Regional Drugs and Alcohol Task Force.
The price stated must be the total all-inclusive price for the
duration of the tender. Price increases during the term of the
contract will not be accepted. An initial payment of ?**Apply on the
website**,**Apply on the website** on agreement, a payment on delivery
of the draft report and a final payment of ?5,**Apply on the
website** on acceptance and forwarding of printable version of final
report.

D. ROLE/DELIVERABLES OF THE CONTRACTED CONSULTANT/COMPANY

* Delivery of this work within the agreed contract period.
* Regular updates on progress and/or attendance at meetings.
* A draft document to be submitted to the Task Force for feedback
which includes clear findings based on the analysis of information
gathered and collated.
* A final document and PowerPoint presentation of the findings which
is signed off and agreed by the Task Force.

E. TENDER ASSESSMENT PROCEDURE

A tender assessment panel will examine all tenders received. The panel
will have to be satisfied that the method and programme of work meet
the project?s objectives and are cost effective. The panel will also
take into account other criteria to include:

* Clear demonstration and understanding of the issues and task being
addressed
* Level, depth, nature of experience in the area (quality of and
relevance of previous work)
* Evidence of the possession of the relevant skills in order to
carry out the work
* Ability to effectively manage and complete the contract within the
given timeframe and budget
* Overall assessment and quality of proposal

F. TIMESCALE

The deadline for receipt of tenders is noon on Friday 2nd December

incomplete will not be considered.
Applications will be shortlisted and may be invited to present their
tender to a panel during the week beginning Monday 5th December

The successful applicant must be in a position to begin work as soon
as possible and the exercise to be completed within a **Apply on the
website** week time period. The findings are to be presented to the

website**. Before a contract is awarded, the successful contractor
will be required to produce a valid tax clearance
certificate/reference number/access number.
